A new issue of the quarterly scientific-practical journal Democracy and Law, prepared for publication by the Institute of State, Law and Democracy of Turkmenistan, has been released.
Published in Turkmen, English, and Russian, the journal highlights the main directions of Turkmenistan’s state policy and international legal cooperation.
The issue opens with a speech by President Serdar Berdimuhamedov delivered at the First Summit “Central Asia–European Union” held on April 4, 2025, in Samarkand, Republic of Uzbekistan. The President emphasized the significance of the meeting, noting that this was the first time Central Asian countries and the EU held high-level talks in such a format—demonstrating a mutual understanding of the need for deeper relations and strong partnerships.
The Head of State stressed that ensuring and maintaining regional peace, security, and stability is among Turkmenistan’s top priorities. In today’s conditions, political and diplomatic cooperation between Central Asia and the EU can have a constructive influence on the region and neighboring countries. He also highlighted Turkmenistan’s initiative to develop a UN-backed Global Security Strategy.
The journal also features President Berdimuhamedov’s speech at the “Central Asia–China” Summit held on June 17, 2025, in Astana, Kazakhstan. In the address, he emphasized the strategic role of Central Asian countries and China in continental and regional processes and noted the need for systematic cooperation and diplomatic coordination through major platforms like the United Nations.
Published in the issue is the full text of the United Nations Resolution “Permanent Neutrality of Turkmenistan,” adopted by consensus at the 61st plenary meeting of the 79th session of the UN General Assembly on March 21, 2025, in New York City, USA.
An article by UNICEF Representative in Turkmenistan, Jalpa Ratna, titled “Turkmenistan's Commitment to Implementing the Convention on the Rights of the Child”, discusses the country’s consistent progress in protecting children's rights through legal reforms and international partnerships.
Among other articles is a piece by the Rector of the Institute of National Security of Turkmenistan, Candidate of Legal Sciences M. Agageldiyev, titled “National Legal and Organizational Basis of Relations in the Field of Information Activities”, which explores the country’s legislative framework on digital development and technological progress.
The journal also presents entries from the annual contest “Creative Labor and Human Rights”, including:

The issue concludes with its traditional “Chronicle” section, providing an overview of events, meetings, conferences, and forums held in Turkmenistan and abroad in April–June of this year with participation from leading organizations.
