President of Turkmenistan holds a meeting of the Cabinet of Ministers

On November 21, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, during which a number of issues concerning the country’s public affairs were reviewed.

Chairwoman of the Mejlis Dunyagozel Gulmanova reported on preparations for the upcoming parliamentary session scheduled for November 22 of this year. The agenda includes discussions of the draft Laws of Turkmenistan “On the State Budget of Turkmenistan for 2026,” “On Virtual Assets,” “On Scientific Intellectual Property” (new edition), as well as the ratification of an international treaty concluded between Turkmenistan and neighboring countries, and a Protocol introducing amendments to a Convention previously joined by Turkmenistan. Draft laws on introducing amendments and additions to existing legislation will also be considered. In addition, the draft Resolution of the Mejlis “On the Execution of the State Budget of Turkmenistan for 2024” is expected to be discussed.

Deputy Chairman of the Cabinet of Ministers Khojamyrat Geldimyradov reported on the draft Roadmap for regulating virtual assets and introducing mining technologies in Turkmenistan for 2026–2030, developed on the President’s instructions. The document provides for the creation of legal, technological, and organizational foundations to ensure the reliable functioning of the digital asset market in the country. It also outlines specific measures for implementation, setting deadlines and responsible bodies.

Deputy Chairman of the Cabinet of Ministers Batyr Amanov reported on the ongoing modernization of gas pipeline systems carried out by the State Concern “Türkmengaz.” As noted, successful completion of the planned tasks will contribute to further improving the reliability of natural gas supplies to domestic consumers and foreign markets.

Vice-Premier Baimyrat Annammedov reported on measures being taken to increase the production capacity of enterprises under the State Concern “Türkmenhimiýa.” He presented to the President a proposal developed to ensure the efficient utilization of the plant for producing gasoline from natural gas in Ahal.

Deputy Chairman of the Cabinet of Ministers Nokerguly Atagulyev then reported on ongoing efforts to strengthen the material and technical base of the national textile industry. As noted, cooperation with foreign companies is being expanded to ensure the continuous and full-capacity operation of enterprises subordinate to the Ministry of Textile Industry.

Deputy Chairwoman of the Cabinet of Ministers Bahar Seyidova reported on activities related to the restoration, preservation, and protection of historical and cultural monuments. She noted that the third issue of the specialized international scientific collection Traces of Centuries has been prepared for publication. Preparations are also underway to transfer findings discovered during archaeological research at historical and cultural sites of the country to the State Museum of the State Cultural Center and the Historical and Local Lore Museum of the city of Arkadag.

Vice-Premier Bayramgul Orazdurdiyeva reported on the process of sending young Turkmen citizens to pursue studies at higher educational institutions in the People’s Republic of China and Hungary. As noted, Turkmenistan attaches great importance to training highly educated specialists for various sectors of the economy, creating all necessary conditions for young people to study at prestigious foreign universities and receive a modern education.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs Rashid Meredov then reported on preparations for the state visit of the President of Turkmenistan to the Republic of Kazakhstan scheduled for November 24–25. The Vice-Premier noted that trade and economic cooperation between the two countries is actively developing, with mutual trade volumes increasing. In addition, great importance is attached to deepening traditional cultural and humanitarian ties.

Vice-Premier Mammetkhan Chakyyev reported on ongoing efforts to develop and improve the logistics capabilities of the civil aviation sector. As part of activities to strengthen Turkmenistan’s position in the system of international air cargo transportation and enhance its transit-logistics potential, the Joint-Stock Company “Türkmenistan Airline” has received the status of an active member of the International Air Cargo Association (TIACA) along with the corresponding certificate.

The meeting also reviewed a number of other important issues of state significance, on which appropriate decisions were adopted.
