The status of permanent neutrality of our Homeland, confidently advancing into the era of the Revival of a new epoch of a powerful state through reforms and achievements, opens new opportunities for further expanding mutual understanding and fostering effective cooperation between states and peoples.
Independent Turkmenistan, relying on its neutral status, has gained valuable political experience in building relationships with countries worldwide and authoritative international organizations for the sake of peace, global security, and sustainable development. These relations are based on principles of mutual understanding and equitable cooperation, which contribute to maintaining stability in the region and the world, as well as to developing fruitful partnerships.
Turkmenistan's status of permanent neutrality, recognized twice by the United Nations, has become a significant chapter in UN history. December 12 has been declared International Day of Neutrality by the United Nations General Assembly.
Peace and trust, as the most essential concepts for ensuring a prosperous future for humanity, are inseparably linked and are now becoming the main principles of development and cooperation between states and peoples. Turkmenistan, adhering to the principle of neutrality and guided by the doctrine "Dialogue is a Guarantee of Peace," makes a significant contribution to developing international relations through peaceful means, ensuring global security and sustainable development. The election of our country as Vice-Chair of the 79th session of the UN General Assembly, and the unanimous adoption by the UN General Assembly of the Resolutions "2025 – International Year of Peace and Trust" and "Central Asia – A Zone of Peace, Trust, and Cooperation," initiated by Turkmenistan, demonstrate the trust of the global community in our country and the success of its foreign policy strategy. This also reflects the efforts of our Hero-Arkadag and Arkadagly Hero Serdar to ensure the prosperity of our Homeland, further strengthen its economic power, and promote balanced, equitable, and mutually beneficial initiatives.
To further enhance the prestige of our country on the international stage during this new historical era, to widely promote the internal and foreign policies based on principles of international cooperation, trust, and friendship, to celebrate the glorious 30th anniversary of Turkmenistan's permanent neutrality worldwide, and to highlight the innate traditions of peace-loving, goodwill, humanity, and hospitality of our people; to elevate the patriotic spirit of our citizens, to educate the younger generation in the spirit of great pride, loyalty, and boundless love for independent, permanently neutral Turkmenistan; and inspired by the wonderful poem "Turkmenistan – The Land of Peace and Trust," created through the talent and wisdom of our Hero-Arkadag, which reveals the importance of peace, trust, friendship, and brotherhood and their value, as well as taking into account proposals from representatives of the Halk Maslahaty of Turkmenistan, major public associations, labor collectives, and citizens of our country, the Mejlis of Turkmenistan resolves:
To declare 2025 as the "International Year of Peace and Trust."
