Ashgabat is proposed to hold an interregional Dialogue on the development of digital cooperation

On 13 September, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers on the digital system, with a number of priority issues of state life on the agenda.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on measures taken to enhance Turkmenistan's international cooperation in the digital sphere. In this context, a number of proposals were submitted to the head of state for consideration.

In particular, it is proposed to develop an action plan to bring the domestic legislative framework in line with modern norms of international law. In this regard, it is envisaged to organise seminars and conferences with international partner organisations on a regular basis in order to consider the possibilities of Turkmenistan's accession to the adopted conventions in the field of digitalisation, as well as to modernise the national legislation in accordance with international instruments.

It is also proposed to hold an interregional Dialogue on the Development of Digital Cooperation in Ashgabat in November 2024. This event will make it possible to consider new prospects for cooperation with the states of the region and relevant companies, to exchange experience, as well as to familiarise the world community with the activities carried out in Turkmenistan in this area.

In continuation of the report, a proposal was voiced to develop a programme of cooperation with technologically developed countries of the world in ensuring cyber security of the digital system for 2025-2027. In this context, it is envisaged to regularly familiarise domestic specialists with systemic measures taken in foreign countries to ensure cybersecurity and protection of information technologies and exchange experience.

It is also proposed to further strengthen co-operation with the United Nations Counter-Terrorism Office on the protection of the digital system. At the same time, it seems expedient for Turkmenistan to actively participate in activities and projects carried out by this UN specialised agency in 2024-2025 in a number of topical areas, such as preventing cyberterrorism on the Internet, protecting key infrastructures from cyberattacks, and so on.

In addition, it is proposed to strengthen partnership with the Organization for Security and Co-operation in Europe in such areas as cyber security, digitalisation of government and banking services and the economy, and improving the competence of national specialists in using digital financial systems. To further strengthen co-operation with the OSCE in these areas, there are plans to study the implementation of various regional projects, as well as regular training courses.
