The oil and gas sector is a vital part of the national economy and contributes to the implementation of the socio-economic policy of Independent and Neutral Turkmenistan, the further development of the country, the improvement of the living standards of the Turkmen people, and the enhancement of their well-being.
The modernization of fuel and energy complex enterprises, increasing their efficiency, and expanding the range of produced goods have become concrete steps in addressing the challenges faced by the industry. These issues were reflected in the agenda of the Cabinet of Ministers' meetings held at the beginning of 2025 – the International Year of Peace and Trust. Considering the large-scale efforts to create new residential complexes, industrial zones, and various production facilities in the capital and the provinces, special attention was given to the modernization of industry enterprises.
At the Cabinet of Ministers' meetings, reports were presented on the measures taken to further improve service quality, ensure the uninterrupted supply of petroleum products to domestic consumers, expand the network of distribution points, and introduce modern services for fueling domestic consumers and transit transport. In this context, specific measures were proposed for the modernization of oil refineries managed by the State Concern "Türkmennebit."
As noted, in accordance with the directives of the head of state aimed at developing oil refining, ensuring the uninterrupted supply of petroleum products to domestic consumers, and increasing export volumes, active work is being carried out at the Turkmenbashi Complex of Oil Refineries and the Seydi Oil Refinery. These major enterprises are leaders in Turkmen petrochemicals, producing high-octane automotive gasoline, aviation, lighting, and technical kerosene, liquefied gas, diesel fuel, lubricating oils, various types of polypropylene, electrode coke, road and construction bitumen, packaging coatings of various thicknesses, and other products.
As emphasized by the esteemed President Serdar Berdymukhamedov, great importance is attached to the modern development of the petrochemical industry, the improvement of oil refinery operations, and ensuring both domestic and international markets with the necessary volumes of petroleum products. In this regard, the head of state pays special attention to the need for implementing advanced technologies and comprehensive measures to further expand the production capacities of industry enterprises.
Highlighting the significance of the fuel and energy complex in implementing state social policy, it is essential to emphasize the oil and gas industry's contribution to the development of the country's electric power sector. As is known, power plants within the state energy system operate on natural gas.
In this context, a key objective is the further creation of innovative production facilities for processing hydrocarbon resources. Industrial complexes specializing in the deep processing of hydrocarbon raw materials also contribute to achieving the set goals. Among them are the polymer plant in the village of Kiyanly in the Balkan province, which produces high-density polyethylene and polypropylene in demand in global and domestic markets, as well as the plant in the Ahal province for the production of environmentally friendly gasoline from natural gas.
Overall, the implementation of the objectives outlined in Turkmenistan’s National Program for Socio-Economic Development for 2022–2052, "Revival of a New Era of an Independent State," and the development of one of the most important sectors of the national economy – the oil and gas industry – will contribute to the further strengthening of the country’s economic potential and the improvement of the living standards of the Turkmen people.
