
On November 5, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag Gurbanguly Berdimuhamedov, made a working visit to the city of Arkadag, where he chaired a meeting of the Board of the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov.
The agenda of the meeting included discussions on the Foundation’s work and medical activities carried out during the reporting period, amendments to its Charter, international cooperation, draft Resolutions on approving the amended Charter and introducing a Founder into the Foundation’s structure, as well as the allocation of funds.
The Foundation’s Vice President for Administrative Affairs, Recep Bazarov, reported that, following the recommendations of Hero-Arkadag, the Foundation’s Charter had been revised and supplemented to improve its operations, and a draft of the updated document had been prepared. In particular, the new version of the Charter provides for the introduction of a Founder into the Foundation’s structure and defines the Founder’s powers.
Executive Director – Vice President for Medical Affairs of the Foundation, Oguldzahan Atabayeva, then presented a report on the medical work carried out during the relevant period.
It was noted that to date, more than 700 surgeries have been performed on children across the country, and inpatient treatment has been provided. From January to October of this year alone, 163 children have undergone surgeries. In addition, around 900 children received rehabilitation and therapeutic procedures. Young patients remain under the special care of highly qualified pediatric specialists.
Speaking about the strengthening of cooperation with reputable international organizations, Atabayeva emphasized that relevant agreements have been reached and bilateral documents signed. It was highlighted that proposals for cooperation with the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov are regularly received from various countries around the world.
Next, the Foundation’s legal adviser, Mayagozel Hodjamberdiyeva, reported on the draft Resolutions on approving the amended Charter of the Foundation to further improve its operations and on introducing a Founder into the Foundation’s structure.
Hodjamberdiyeva also reported on the ongoing work to ensure the realization of children’s rights to life, development, health care, and education, as well as the provision of services and support for children in accordance with international standards, the UN Convention on the Rights of the Child, the Law of Turkmenistan “On State Guarantees of the Rights of the Child,” the National Action Plan for the Implementation of Children’s Rights in Turkmenistan for 2023–2028, and other legal acts.
The lawyer presented to Hero-Arkadag the draft Resolutions “On the Further Improvement of the Activities of the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov” and “On the Introduction of a Founder into the Structure of the Foundation.”
Hero-Arkadag noted that, according to the draft Charter, the Founder of the Foundation may delegate the powers of the Foundation’s President to one of its Executive Directors – Vice Presidents – and may also introduce new founders into the Foundation’s structure. He emphasized that the Founder has the right to transfer his powers to one of the other founders.
Continuing the meeting, Hero-Arkadag signed the Resolutions “On the Further Improvement of the Activities of the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov” and “On the Introduction of a Founder into the Structure of the Foundation.”
