The next meeting of the State Security Council was held

On October 5, President of Turkmenistan, Supreme Commander-in-Chief of the country's Armed Forces, Army General Serdar Berdimuhamedov held a regular meeting of the State Security Council. The agenda included the results of the work of military and law enforcement agencies in January–September of this year, issues of ensuring security and peace in independent Turkmenistan, strengthening the material and technical base of law enforcement agencies, and further improving their activities.

The first speaker was the Secretary of the State Security Council, Minister of Defense B. Gundogdiyev, who reported on the work carried out during the period under review in subordinate structures, practical steps being taken to strengthen the country's defense capability, and improve the professionalism of the Armed Forces officers. There was also a report on the conditions created for fruitful activities and everyday life of military personnel, the course of retirement from the Armed Forces and the next conscription of citizens of Turkmenistan for military service.

The Secretary of the State Security Council, the Minister of Defense also reported on the results of the military parade held in honor of the 33rd anniversary of the independence of the Motherland. At the same time, it was reported that during the designated period, with the participation of the head of Turkmenistan, the grand opening of a new complex of buildings of the Berdimuhamed Annayev Specialized Military School of the Ministry of Defense took place, where all conditions are available for training the younger generation of defenders of the Fatherland.

Summarizing the report, President Serdar Berdimuhamedov noted that one of the priority vectors of cardinal transformations implemented within the framework of the country's defensive Military doctrine is the improvement of the country's Armed Forces in accordance with the realities of the time and the modernization of the material and technical base of all branches of the armed forces. In this regard, it was instructed to keep in the center of constant attention the issue of the proper conduct of work on retirement from the Armed Forces and the next conscription of citizens of Turkmenistan for military service.

Among the urgent tasks, the application of modern methods of the officer training system in specialized higher educational institutions was identified. Speaking about the importance of patriotic education of young people serving in the military and law enforcement agencies, the Supreme Commander of the Armed Forces of the country addressed a number of instructions to the Secretary of the State Security Council, the head of the defense Department.

Prosecutor General B.Muhamedov reported on the measures implemented in January–September of this year to monitor strict and accurate observance of the rule of law in all areas. There was also a report on the results of inspections conducted on behalf of the head of state, the implementation of the provisions of regulatory legal acts, the implementation of digital technologies and advanced methods in the activities of subordinate structures.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of taking concrete steps to eliminate violations of the law and the causes that led to them. Noting the need to cooperate with law enforcement and other relevant authorities in strengthening law and order, the Supreme Commander of the Armed Forces of the country addressed a number of instructions to the head of the Prosecutor General's Office.

Next, the Minister of Internal Affairs M.Khidyrov reported on the results of work for the first nine months of 2024 to maintain public order, prevent offenses, and organize the activities of the Fire Safety Service in accordance with the requirements of the time. There was also a report on the events held within the framework of the month "Road Safety – the tranquility of our lives", on the commissioning of modern administrative buildings for technical inspection and vehicle registration units of the police departments of the Ministry of Internal Affairs in a number of districts of the Ahal, Balkan, Mary and Lebap velayats.

After hearing the report, the head of Turkmenistan stressed that work should be properly carried out to respect the rule of law and public order in the country, the rules of road and fire safety. Noting the importance of taking concrete measures to further strengthen the material and technical base of the structural units of the Ministry of Internal Affairs, President Serdar Berdimuhamedov addressed relevant instructions to the Minister of Internal Affairs.

Chairman of the Supreme Court B.Hodjamgulyev reported on the results of activities for the designated period, the implementation of the Development Program of the headed body, the conditions created for the fruitful service of judges. There was also a report on the fulfillment of the instructions of the head of Turkmenistan and on the opening of the modern building of the Karakum Etrap court of Mary Velayat.

After hearing the report, the Supreme Commander-in-Chief of the country's Armed Forces emphasized the importance of ongoing reforms in this area. To successfully solve the tasks, innovative technologies should be actively applied, and the professional skills of employees should be constantly improved, President Serdar Berdimuhamedov noted, instructing the head of the department to conduct explanatory events on the provisions of national legislation among the general public, employees of enterprises, institutions, organizations and the media.

The Minister of National Security, N. Atagarayev, who then spoke, reported on the work carried out since the beginning of the year in order to maintain a favorable public climate in the state. It was also reported on the measures being implemented to apply modern technical means and methods for the effective implementation of the main powers of the Ministry of Internal Affairs.

Summarizing the report, the Supreme Commander-in-Chief of the country's Armed Forces stressed that priority should be given to the implementation of an appropriate Development Program. Noting the importance of close cooperation with other law enforcement agencies, as well as strengthening human resources, the head of Turkmenistan gave the head of the Ministry a number of instructions.

Next, the head of the State Border Guard Service, Ya.Nuriyev reported on the results of activities during the period under review to ensure the inviolability of the sacred borders of the Fatherland, modernize the material and technical base of the Border Troops, and fulfill the instructions of the Supreme Commander-in-Chief of the Armed Forces of the country.

After hearing the report, the President of Turkmenistan emphasized the need for reliable protection of the State border of our Motherland. Among the long-term plans, further improvement of the activities of border posts and the creation of appropriate conditions for the effective service of military personnel were identified. The head of the department was instructed to take appropriate measures to improve the professionalism of the officers.

Further, Minister Adalat M.Taganov reported on the practical steps taken in January–September this year to bring the national legislative framework in line with the realities of the time, raise legal awareness and provide appropriate legal assistance to Turkmen citizens.

Summarizing the report, the Head of state named the consistent implementation of a unified state policy in the field of rule-making and law enforcement practice among the key vectors of work. Emphasizing the importance of raising the legal awareness and legal culture of the population, President Serdar Berdimuhamedov instructed the Minister to systematically carry out explanatory activities to prevent offenses and for every citizen to fully understand their rights and obligations.

Then the chairman of the State Customs Service M.Hudaikulyev reported on the results of activities for the first nine months of 2024 in order to optimize the growing cargo flow passing through the border of our Motherland.

Summarizing the report, the Supreme Commander-in-Chief of the country's Armed Forces noted that due to the strengthening of the country's geostrategic role on the Eurasian continent as an important crossroads of transport and transit corridors, the volume of work of this department is growing. This, as emphasized, requires strict control over the observance of the procedure for the movement of goods across the customs border. In this regard, the head of the Service was instructed to keep the full compliance of the quality of imported products with the established requirements in the center of constant attention.

Further, the Chairman of the State Migration Service, A.Sazakov, reported on the comprehensive measures taken since the beginning of the year to successfully implement the Development Program of this structure. There was also a report on the progress of modernization of the material and technical base of the department through the introduction of a digital system and best practices in this area.

After hearing the report, President Serdar Berdimuhamedov noted that in the modern era, an important duty of every employee of this body is to comprehensively contribute to strengthening the foundations of state sovereignty. Close attention should be paid to improving the work carried out through the active development of world experience in this field, improving the skills of employees, the head of Turkmenistan stressed, addressing the head of the Service with appropriate instructions.

Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country stated that according to the Military Doctrine of the Motherland, which is purely defensive in nature, measures are being taken to ensure the high level of security and integrity of an independent neutral Homeland. Strengthening the defense capability of a sovereign state, improving the social and living conditions of military personnel and their family members are issues that are given priority, the head of state continued, stating that work in this direction will continue.

A number of other issues were also considered at the meeting of the State Security Council, on which appropriate decisions were taken.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov wished the participants good health and great success in responsible service for the peaceful and happy life of the people.
