On September 4, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held another session of the State Security Council, where the results of the work of military and law enforcement agencies for the period from January to August of the current year were reviewed. The agenda also included issues related to ensuring security and peace in independent Turkmenistan, strengthening the material and technical base of the security forces, and further improving their activities.

The first speaker was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the work carried out since the beginning of the year in the National Army and the implementation of the President’s instructions to strengthen the country's defense capabilities. He also presented a report on the measures taken to develop the activities of the subordinate structures in accordance with current realities, and on the creation of proper conditions for the service and living standards of military personnel.

In addition, there was a report on the successful completion of entrance exams to specialized educational institutions of the military and law enforcement agencies, as well as preparations for the military parade to mark the 33rd anniversary of the country's independence.

 

The Secretary of the State Security Council, Minister of Defense, noted that recently, with the participation of the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, a new complex of buildings for the Berdimuhamet Annayev Specialized Military School of the Ministry of Defense was ceremoniously opened. It was emphasized that the new complex provides all the necessary conditions and opportunities for the younger generation of defenders of the Fatherland to develop their abilities and talents, master various military professions, and engage in productive study, comfortable living, and physical culture and sports activities.

Summarizing the report, President Serdar Berdimuhamedov noted that the Military Doctrine, which is strictly defensive in nature, serves as a reliable guarantee of peaceful and stable life in Turkmenistan. Among the key tasks in military reforms, the head of state highlighted the improvement of the activities of the defense department’s subordinate structures, as well as the modernization of the material and technical base of all branches of the armed forces.

Focusing on the upcoming military parade in honor of the next anniversary of the sacred independence of the country, the Supreme Commander-in-Chief of the Armed Forces instructed the Secretary of the State Security Council, the Minister of Defense, to ensure a high level of its organization. He also gave instructions to take appropriate measures to enhance the professionalism of officers and to educate soldiers in the spirit of boundless love for the Fatherland.

The Prosecutor General, B. Muhammedov, reported on the results of the work over the past eight months, and the practical steps taken to supervise the implementation of laws in ministries and industry departments. A separate topic of the report was the progress of the introduction of the digital system and the corresponding development program.

After hearing the report, the President of Turkmenistan emphasized the importance of strengthening legality and law enforcement in the sovereign state, protecting the rights and freedoms of citizens. He stressed the need to timely identify, prevent, and curb violations related to the implementation of legal regulations, giving specific instructions to the head of the Prosecutor General's Office.

Next, the Minister of Internal Affairs, M. Khydyrov, reported on the results of work in the relevant structural divisions during the period, the implementation of measures to introduce digital technologies and advanced practices in the Ministry of Internal Affairs system, as well as the prevention of offenses and ensuring fire safety across the country.

 

It was also reported that a month-long campaign, "Traffic Safety – Calmness in Our Life," had begun, with planned activities to optimize traffic flow in the capital and regions and to raise awareness among pedestrians and drivers about traffic rules.

Summarizing the report, President Serdar Berdimuhamedov named the maintenance of law and order and crime prevention as top priorities.

Highlighting the significance of the traditional traffic safety campaign held in September to mark the start of the new school year, the Supreme Commander-in-Chief instructed to ensure the organized and high-level conduct of all planned events. Concrete steps should be taken to improve the quality of work on fire safety and traffic rules, the President of Turkmenistan stressed, issuing relevant orders to the head of the Ministry of Internal Affairs.

 

The Chairman of the Supreme Court, B. Hodjamgulyev, reported on the results of the work of the structure under his leadership from January to August this year, including the improvement of the national justice system through the application of digital technologies. A report was also made on the ongoing work to train specialized personnel and fulfill the tasks defined in the Judicial System Development Program.

After hearing the report, the head of state stressed that ensuring legality, justice, and public order is one of the main responsibilities of this structure. At the same time, the role of the judiciary as an effective mechanism of state protection, covering all areas of legal regulation, was emphasized. In this regard, the President of Turkmenistan instructed to systematically organize advanced training courses for judges, giving specific instructions to the head of the Supreme Court.

In continuation of the session, a decree "On the appointment and dismissal of judges of Turkmenistan's courts, as well as the assignment of qualification classes" was signed.

 

Then, the Minister of National Security, N. Atagaraev, reported on the results of the work over the past eight months and the implementation of comprehensive measures to protect state interests and fulfill the tasks previously set by the Supreme Commander-in-Chief of the Armed Forces.

After hearing the report, President Serdar Berdimuhamedov stressed the need to intensify the introduction of modern working methods and digital technologies, as well as to study and apply best global practices in this field. The importance of ensuring control over the timely and proper execution of the priority tasks outlined in the MNB Development Program was also emphasized.

Next, the head of the State Border Service, Y. Nuriyev, reported on the practical steps taken since the beginning of the year to ensure the protection of the sacred borders of the Fatherland, the technical re-equipment of the Border Troops, and the measures organized to improve the theoretical and combat training of military personnel.

 

Summarizing the report, the head of Turkmenistan stressed that the work to maintain calm on the country’s borders should be based on the principles of the legal status of the state’s neutrality. Noting the importance of strengthening the material and technical base of the Border Troops, the Supreme Commander-in-Chief issued a number of instructions to the head of the Service, including those related to ensuring the reliable protection of the State Border.

Then, the Minister of Justice, M. Taganov, reported on the results of the work from January to August of this year, in particular, the alignment of national legislation with the requirements of the time, the introduction of digital systems in structural divisions, and the organized events to explain the goals of adopted legal documents to citizens.

After hearing the report, President Gurbanguly Berdimuhamedov noted that one of the most pressing issues of modern times is the comprehensive strengthening of the legislative framework. In this regard, the minister was instructed to take an active part in the preparation of draft legal acts, which is carried out as part of the improvement of the country's legislation in accordance with generally accepted norms of international law.

Then, the Chairman of the State Customs Service, M. Hudaikulyyev, reported on the results of the work carried out during the period under review, the practical steps taken to successfully solve the tasks arising from the Service Development Program, and the implementation of the instructions previously given by the President of Turkmenistan.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized the need to take measures to ensure proper clearance of goods entering the territory of our country at customs checkpoints. In this regard, specific instructions were given to the head of the Service.

Next, the Chairman of the State Migration Service, A. Sazakov, reported on the work carried out since the beginning of the year and the measures taken to effectively address the agency's top priorities.

Summarizing the report, President Serdar Berdimuhamedov stressed the need for continuous improvement of the activities of all divisions of this body. To successfully fulfill the Service’s responsibilities, it is important to combine positive global experience in this field with the fundamental principles of national legislation, the Supreme Commander-in-Chief of the Armed Forces noted, instructing more active use of advanced information technologies in work.

Summing up the session, the head of Turkmenistan stated that, in accordance with the country's defensive Military Doctrine, measures are being taken to ensure a high level of security and integrity for the independent, permanently neutral homeland. Great attention is being paid to strengthening the defense capabilities of the sovereign state, improving the living conditions of the defenders of the Fatherland and their families, the Supreme Commander-in-Chief continued, noting that work in this direction would continue in the future.

A number of other issues were also discussed at the State Security Council session, and appropriate decisions were made.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov wished the participants good health and great success in their responsible service for the sake of the peaceful and happy life of the people.
