President of Turkmenistan holds regular Cabinet Meeting

On October 31, President Serdar Berdimuhamedov held, via the digital system, a regular meeting of the Cabinet of Ministers, where the results of the work carried out in the country over the past ten months of the current year were reviewed.

Chairperson of the Mejlis Dunyagozel Gulmanova reported on the results of activities from January to October of this year. As noted, 17 legislative acts were adopted during the reporting period. In addition, amendments and additions were made to existing legal acts concerning criminal, arbitration, civil, criminal procedural, family, and labor relations, as well as tax, administrative, and production matters, automobile transport, migration, internal affairs, and customs activities. During the same period, the Mejlis adopted 18 resolutions.

Deputy Chairman of the Cabinet of Ministers Khojamyrat Geldimyradov reported on preliminary macroeconomic indicators for January–October of the current year. During the period under review, GDP growth reached 6.3 percent, including 1.7 percent in industry, 8.1 percent in construction, 10.4 percent in the transport and communications sector, 9.7 percent in trade, 5.2 percent in agriculture, and 8.3 percent in services. The Deputy Prime Minister also presented the draft State Budget for 2026.

Deputy Chairman of the Cabinet of Ministers Batyr Amanov reported on the results of work carried out from January to October this year to increase oil and gas production volumes and expand export routes to world markets. It was reported that the State Concern “Türkmennebit” fulfilled its oil production plan at the level of 109.3 percent. During the same period, oil refineries met 108.6 percent of their processing targets.

Deputy Chairman of the Cabinet of Ministers Tangryguly Atahallyyev reported on the results of the agricultural sector’s performance from January to October 2025, as well as on the ongoing agricultural work in the velayats. It was noted that the growth rate of agricultural production compared to the same period of the previous year amounted to 114.2 percent. The Deputy Prime Minister also reported on preparations for the nationwide tree-planting campaign and events dedicated to the widely celebrated Harvest Festival.

Deputy Chairperson of the Cabinet of Ministers Bayramgul Orazdurdiyeva reported on the results of activities in the supervised areas from January to October of the current year. It was noted that innovative teaching methods were widely applied in education, and new textbooks were published. In line with the State Program “Saglyk,” relevant work continued, and advanced practical medicine methods were introduced into preventive and therapeutic activities. During the period, efforts were made to promote physical culture and sports and to train professional athletes.

Minister of Foreign Affairs Rashid Meredov then reported on the activities of the Foreign Ministry from January to October of this year. Since the beginning of the year, the President of Turkmenistan has made visits to the Republic of Uzbekistan, Japan, the Russian Federation, the Republic of Kazakhstan, Mongolia, the People’s Republic of China, the United States of America, the Republic of Tajikistan, and the Italian Republic. During the same period, the National Leader of the Turkmen people, Gurbanguly Berdimuhamedov, made visits to the Principality of Monaco, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Uzbekistan, the French Republic, the Republic of Tatarstan of the Russian Federation, the Republic of Azerbaijan, and Afghanistan.

The Minister of Foreign Affairs also reported on preparations for the upcoming working visit of the President of Turkmenistan to the United States of America at the invitation of President Donald Trump to hold a bilateral high-level meeting and participate in the “Central Asia + USA” Summit, to be held in Washington.

Deputy Chairman of the Cabinet of Ministers Mammethan Chakyev then reported on the results of the work carried out from January to October 2025 in the supervised sectors. The growth rate of works performed and services provided by the transport and communications complex amounted to 113 percent.

Addressing members of the Cabinet of Ministers, President Serdar Berdimuhamedov noted that every year a motto and emblem for the coming year are proclaimed and approved in Turkmenistan, reflecting the spirit of the times. In this regard, the head of state emphasized to Chairperson of the Mejlis Dunyagozel Gulmanova the importance of discussing this matter with the people and preparing proposals for determining the motto and emblem of 2026.

A number of other important issues of state life were also considered at the meeting, and relevant decisions were adopted.
