An important event of this year, marked by the 30th anniversary of the independence of our Motherland, was the International Forum on Attracting Investments to the Oil and Gas Sector of Turkmenistan, held in Ashgabat on May 12-13. The forum, which aroused great interest in the business circles of the world, was organized by the State Concerns “Turkmengas” and “Turkmennebit”, the State Corporation “Turkmengeologiya”, as well as the Ministry of Finance and Economy in partnership with the economic society “Turkmen Forum” with the support of the British company GaffneyCline.
The forum, including the teleconference, was attended by about 500 delegates, more than 200 leading world oil and gas, service and consulting companies, representatives of authoritative international organizations and financial structures, diplomatic and scientific circles.
Opening the forum, Deputy Chairman of the Cabinet of Ministers Shahym Abdrahmanov read out a greeting message from President Gurbanguly Berdimuhamedov, in which the head of state outlined the key vectors of Turkmenistan's energy strategy aimed at the comprehensive development of the fuel and energy complex and its systematic integration into the world energy system.
The plenary session was devoted to global trends in energy markets and the prospects for mutually beneficial cooperation with our country. Acting UN Resident Coordinator in Turkmenistan Christine Weigand, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Turkmenistan Qian Naicheng, Trade Envoy of the British Prime Minister in Turkmenistan Nicholson Winterbourne, Head of the State Oil Company of the Republic of Azerbaijan (SOCAR) Rovnag Abdullayev took part in the discussion of related issues and etc.
The Minister of Finance and Economy of Turkmenistan Muhammetgeldi Serdarov acquainted the forum participants with the investment opportunities of Turkmenistan. In turn, Guvanch Aghajanov, Deputy Chairman of State Concern “Turkmengas”, emphasized the importance of the initiatives of President Gurbanguly Berdimuhamedov aimed at creating a global architecture of energy security, uniting the efforts of the world community in addressing issues that are relevant for all mankind.
The first session discussed the role of financial institutions in supporting the global energy agenda. In particular, reports on this topic were presented by Eraj Shirvani, Chairman for Emerging Markets of Credit Suisse AG, Vice President of “Russian Export Center JSC” (EXIAR) Maxim Kobin, Director of the Permanent Mission of the Asian Development Bank in Turkmenistan Chang Ching Yu, World Bank Manager for Tajikistan and Turkmenistan Jan-Peter Olters, vice-rector for scientific work of the State Energy Institute of Turkmenistan Aganiyaz Jumaev and others.
During the next three sessions, Muhammetmyrat Amanov, Executive Director of “TAPI PipeIine Company Limited”, Chief Financial Officer for Central and West Asia of the Asian Development Bank Roland Pladet, Chairman of the “Turkmennebit” State Concern, made interesting reports that aroused particular interest among the representatives of the oil and gas business community Gyuchgeldi Baygeldiev, CNPC Vice President Huang Yongzhan, Chairman of the State Corporation “Turkmengeologia” Merdan Rozyev, Head of the Department of Economics and Energy Forecasting of the Forum of Gas-Exporters of Gas Dmitry Sokolov, General Director of the Turkmenbashi Complex of Oil Refineries Dovran Chishiev, Senior Vice President for Geological Exploration oil and gas abroad of public JSC “Lukoil” Denis Rogachev, rector of the international university of oil and gas named after Yagshygeldy Kakaev Bayrammyrat Atamanov, chief manager of production assets of the company “Dragon oil” (UAE) Farid Al Khashmi, president of the company “Edison Technologies GmbH” Edison Kasapoglu and many others.
The main topics of discussion were global and regional trends in the development of the fuel and energy sector, the implementation of regional projects in this area, including the construction of the TAPI gas pipeline. Special attention was paid to the issues of attracting investments in the Turkmen sector of the Caspian Sea and new gas chemical projects. A video film about the achievements of the oil and gas industry of Turkmenistan, the experience of cooperation with foreign companies was demonstrated for the forum participants.
Within the framework of the forum, a round table was also held with the participation of the leadership of the oil and gas complex of Turkmenistan and interested foreign companies, during which the prospects and strategic directions of interaction in the leading sector of the Turkmen economy were discussed.
Within the framework of the International Forum, a number of contracts were signed with foreign companies, including for the purchase of large consignments of hydrotreated diesel fuel, aviation kerosene, calcined petroleum coke and other products of the Turkmenbashi complex of oil refineries.
Held on high organizational level, the Forum clearly demonstrated the high investment attractiveness of Turkmenistan for foreign business circles. Its results will contribute to the further strengthening of cooperation between state organizations of Turkmenistan and international oil and gas companies.
